Over 40 Partner Government Agencies (PGAs) are integrated with Kenya Trade Network Agency (KenTrade) into the National Electronic Single Window System (NESWS)—also referred to as the or Trade Facilitation Platform (TFP).

What are Partner Government Agencies (PGAs)?

PGAs are regulatory, licensing, and border-control bodies in Kenya that issue permits, licenses, and clearances required for importing, exporting, or transiting goods. The process involves connecting them to a single digital gateway, such that traders no longer need to visit multiple physical offices.

  • Role: PGAs are state bodies that provide regulation, inspection, and licensing for the management of permits, standards, and compliance for imports, exports, and transit cargo.
  • System Integration: National Electronic Single Window System (NESWS) does not replace the legal mandate of PGAs; instead, it provides a centralized digital portal for traders to submit documents and for agencies to process, share, and track approvals electronically.
  • Onboarding Scale: Over 42 trade-related PGAs are integrated into the single window platform, achieving high levels of process automation (over 92%) and reducing cargo dwell times.

Key Partner Government Agencies

Common PGAs integrated into KenTrade’s system include:

  • Kenya Revenue Authority (KRA): Handles customs declarations, iTax integration, and the Integrated Customs Management System (iCMS).
  • Kenya Bureau of Standards (KEBS): Manages product quality inspection and standards compliance.
  • Kenya Ports Authority (KPA): Oversees port cargo handling and Container Freight Station (CFS) recommendations.
  • Anti-Counterfeit Authority (ACA): Monitors and protects intellectual property rights and fights counterfeit goods.
  • National Environment Management Authority (NEMA): Issues environmental and hazardous material permits.
  • Pest Control Products Board (PCPB): Regulates pest control and agricultural chemicals.
  • Kenya Dairy Board (KDB) & Directorate of Veterinary Services (DVS): Manage animal product and dairy trade regulations.
  • Other Agencies: Include bodies like NACADA, Kenya Civil Aviation Authority, EPRA and various agricultural/horticultural directorates.
